Introduction
The Royal Commission into Victoria’s Mental Health System recommended the Victorian Government establish an incentive scheme to address workforce supply challenges in rural and regional Victoria. The Department of Health (the department) launched the Regional Mental Health Workforce Incentives Program (the Program) in July 2022 and has supported over 130 Mental Health workers to relocate to rural and regional Victoria.
The Program is part of Victoria’s Mental Health and Wellbeing Workforce Strategy 2021-2024 (the Strategy) and is supported by investment from the Victorian State Budget. The Program aims to:
- Support the attraction, relocation, and retention of mental health and alcohol and other drug (AOD) workers to priority positions in state-funded mental health and AOD services across rural and regional Victoria
- Support individuals and their families (including chosen family) to move and settle into rural and regional Victorian communities.
- Support the professional development of existing workers in regional services
- Support the establishment of Mental Health Locals across regional and rural Victoria
The program
The Regional Mental Health Workforce Incentives program includes the following elements:
Workforce relocation and incentive grants
Candidates relocating may be eligible for grants of up to $20,000. Grants are designed to support recruitment, relocation and settlement expenses. This may include covering removalist and/or travel fees, accommodation costs, costs associated with setting up a home in a new location and school fees, for example.
Integration support for workers and their families
Local community navigators are in place to ensure candidates are adequately supported prior to employment, during relocation, and throughout their settlement into local communities and their new workplace.
Workforce Retention Grants
Services can now access funding to support their existing workforce. Eligible services will work with the department and RWAV to submit business cases for the expanded workforce attraction and retention grants of up to $5000 per individual to be used for professional development and to support sustainable workforce growth across their region.
Service Eligibility
To be eligible for the grants, the service applying must receive Victorian Department of Health funding for mental health and/or AOD services. In addition, the service must be delivering services in a MMM2 – MMM6 area under the Modified Monash Model (MMM).
Grant Administration
Grants will be administered by Rural Workforce Agency Victoria (RWAV).
